Do you support:

1.      -  stopping development on the Waterloo Moraine groundwater recharge areas on the West Side of Kitchener and Waterloo

I want to start at square 1 and examine the groundwater in the Waterloo moraine in a public process where the community is involved every step. As a planner I believe it is time to move from “Land Use Planning” to “Land and Water Use Planning”. Accordingly I would want to have a study process in which the whole community could be involved from the very beginning to the final stages. It would assess impact of various land uses on the groundwater. Then do “Land and Water Use Planning. When I was mayor in the nineties, Waterloo was a pioneer in stormwater management and watershed planning. “Land and Water Use Planning was used in the U.S. under President Clinton. Waterloo could provide leadership in Ontario for this enhanced approach.

Y and N: At the Waterloo- Wilmot boundary after the 3 subdivisions have been built

Y: I absolutely believe we must stop the development on the moraine and will do everything I can as Mayor to ensure that we leave the recharge areas intact and in it’s natural state.  We must do everything we can to protect this area and our future water resources.  Building a pipeline to Lake Erie is not the answer.  Protection and preservation are crucial for our region.  I will be a strong champion for our environment as Mayor of Waterloo.

2.      -  stopping development of Hidden Valley

NMI

N

Y

3.      -  increasing urban intensification and brownfield development

Y

Y

Y: We must stop our practice of urban sprawl and develop our brownfield areas. We need to implement intelligent intensification and should look toward European communities who have been dealing with growth in a positive way for hundreds of years.

4.      -  a defined urban border to prevent further greenfield development

Y

Y: We now have it at our borders with the townships.

Y

5.      - more Environmentally Sensitive Landscape (ESL) designations in the Region

Y: If criteria call for them

N: At this time we have moved forward substantially.

Y: I strongly support this and will work to bring more lands within ESL designations in the Region.

6.      - recreational and commercial facilities in all neighbourhoods

Y: This is a very valid principle but will not be accomplished quickly

Y: But there are limits to our expenditures.

Y: I support recreational facilities to benefit the health and well being of our children and families and commercial facilities so that people do not require their cars and would be able to walk to these facilities.

Climate Change:

Do you support local emissions control through:

  1. - municipal practices and purchases

Y

N

Y: The city and municipalities need to lead by example and set best practices for the community to follow.

  1. - building codes

Y

N

Y

  1. - appropriate land use plans and policies (e.g. reduced parking requirements for developments providing bike racks)

Y

Y: Yes with reasonable accommodations.

Y

  1. - the use of alternative energy sources (e.g. solar)

Y

Y

Y

  1. - changes in local codes and bylaws to encourage alternative energy sources

Y

Y: Within reason

Y

Heritage:

Do you support:

-preserving heritage buildings, especially through innovative re-use for lofts/office space?

Y

Y

Y: I strongly support any iniative and development that would make use of our existing buildings and reducing urban sprawl on our last remaining green space.

Waste:

Do you support:

  1. - stronger waste recycling program for the Region

Y

Y

Y: I want the City of Waterloo to be seen as environmental innovators and leaders in reducing waste going to the landfills.

  1. - technologies that re-use construction material

Y

Y

Y

  1. - a “green-box” programme for compostables

Y: Would like to know experience in other areas

Y

Y: I do not understand why we aren’t doing this now and again, would be a strong advocate for using new technology and existing programs to reduce waste going to our landfills.

Water:

Questions

Do you support:

  1. - financial or other incentives to encourage water conservation measures for local business and homeowners

Y: Perhaps there could be competition between neighbourhoods

Y

Y

  1. - stricter groundwater protection bylaws

Y

U

Y

Green Space:

Do you support:

  1. - increasing expenditures to obtain parks and natural areas in the Region or your municipality

Y

U

Y

  1. - not allowing motorized transportation on trails in municipal parks

Y: Except for motorized wheelchairs

Y: But there may be exceptions.

Y

Procurement:

Do you support:

  1. - the community obtaining goods and services locally to limit transport-related pollution and maximize local economic opportunities

Only in special circumstances on a national basis for security of supply I am somewhat in favour

Y

Y

  1. - policies that will (within existing legislation) encourage local procurement of materials and services for  your municipality

In the long run insisting on local procurement hurts productivity and hurts the economy

Y

Y

Pesticides:

A Region-wide bylaw, effective 2007, requires signs and notification of all pesticide applications and prohibits only the use of herbicides in July and August. It is supported by a $0.5 million campaign to educate people on pesticide alternatives.

  1. Should the bylaw be more restrictive?

Y

N

I require more information at this time as I have not had the opportunity to review the bylaw.

  1. Do you support the education cost?

Y

Y

N

  1. Do you think the Region should stop the use of larvicides (insecticide) in catch basins for West Nile Virus carrying mosquitoes?

NMI

NMI

I require more information at this time.

Air Quality:

Poor air quality is a major issue for Regional residents and contributes to premature death for some and respiratory distress for everyone.

- What measures do you propose to alleviate this problem?

Reduce commuting by giving people the choice of living near work, make city more walker-friendly and more bike-friendly

Must have better legislation (Federal) to control car emissions and more enforcement.

Initiate idling by-laws for city equipment, future equipment purchased to have strong emission controls, set lead for community.  Educate and challenge community to get out of their cars and not sit in drive through line ups, work with local industries and province to establish tighter pollution regulations for our industries,  Pressure the federal government for stricter pollution regulations for polluting industries.  Encourage the community to walk, ride the bike, take the transit, leave the car at home, car pool.   Provide initiatives to corporations to challenge their staff to do the same.  Have city hall staff lead by example.  Make air quality a community issue that we are all responsible for.

Transportation:

Questions

Brenda Halloran

To limit global warming, pollution and gridlock, alternatives to personal car use must be found. Do you support:

  1. Increased bus service

Y

Y

Y

  1. Light rail

N: Not yet – build ridership first

Y

Y: I do support Light Rail but would need to review the costs associated with it.

  1. Streetcars

? perhaps

N

Y

  1. Airbus

?

Not clear on question

Y: I would need to know more about the cost, is it suitable for our Region’s needs etc. But would support in principal as an alternative.

  1. Monorail

?

N

Y: Any initiative should be looked at for its viability for this Region.

  1. Other

Y: minibuses for better service

Y

  1. - increasing both on-street as well as off-street commuting and recreational bike and walking trails

Y

Y

Y

  1. - installing more bike racks in the core urban areas

Y

Y

Y

  1. - policies that will help local and organic farmers to market their produce in the Region

Y

Y

Y

  1. - stronger measures to reduce non-point source agricultural pollution (pesticide/fertilizer run-off, nutrient mismanagement) into our water

Y

Y

Y: Protection of our ground water is crucial to this Regions future and we need to be pro-active now.

Do you support:

1.      -  stopping development on the Waterloo Moraine groundwater recharge areas on the West Side of Kitchener and Waterloo

Y: Not familiar with Kitchener issues

U: There is a need to ensure that a complete environmental assessment has been done prior to making any decision with respect to future development.

U: Need more information. We need to protect the supply and quality of drinking water.  The future and present impact of developments must be considered when decisions are being made by city council.
